Opportunity

Abt Associates seeks a qualified Health Finance and Governance Program Officer to support the International Health Division in Indonesia.

The USAID-funded global Health Finance and Governance (HFG) project helps to improve health in developing countries by expanding people’s access to health care. Led by Abt Associates and implemented in collaboration with Results for Development and Broad Branch Associates, the project works with partner countries to increase their domestic resources for health, manage those resources more effectively, and make wise purchasing decisions. Designed to fundamentally strengthen health systems, HFG supports countries as they navigate the economic transitions needed to achieve universal health coverage. The project is headquartered at Abt’s office in Bethesda, MD, USA and is working in more than 30 countries worldwide, including Indonesia.

Abt Associates is seeking qualified applicants for the position of the Health Finance and Governance Project Officer, to be located in Jakarta, Indonesia, to carry out technical and program management activities for the growing HFG portfolio in Indonesia. The HFG Project Officer will work closely with HFG technical staff (including staff at Abt Associates, Results for Development, and Broad Branch Associates) on the following activities:

Key Roles and Responsibilities

Strategic Purchasing Technical Assistance: (50% of time)
  • Provide on-the-ground coordination of the work of a high-level Strategic Purchasing Steering Group (SG), convened by the National Social Security Council (DJSN) and consisting of representatives from the Ministry of Health (MOH), National Health Insurance Agency (BPJS), and other government bodies. This group will oversee a review of strategic health purchasing functions in Indonesia and the development of a roadmap for reforms.
  • In collaboration with DJSN staff, organize and attend frequent meetings at DJSN to keep the process on track, including scheduling and supporting SG meetings.
  • Support technical consultants at the University of Gadjah Mada’s Center for Health Policy and Management (UGM/CHPM) to develop technical inputs, including a synthesis of existing analyses on strategic health purchasing, review of strategic purchasing regulations, and provider payment assessment;
  • Identify relevant new technical analyses and assessments to incorporate into the strategic purchasing review process.
  • Coordinate the production, synthesis and packaging of technical inputs for submission to the SG.
  • Provide support to international technical team while they are in country.
  • Other duties as assigned.

Health Accounts Activity: (25%)
  • Support coordination of Health Accounts (HA) activities, working closely with University of Indonesia consultants to ensure they are able to make progress on their workplan and activities.
  • Organize and attend regular meetings with Ministry of Health counterparts and UI consultants to ensure open communication and steady progress on each phase of the HA process; assist with problem solving as needed.
  • Maintain regular communication with Ministry of Health and University of Indonesia to understand progress and anticipate bottlenecks and report back to HFG technical staff.
  • Provide logistical and administrative support as needed to the UI consultants; assist with organizing training workshops, launch workshops, and dissemination workshops as requested.
  • Provide support to international technical team while they are in country.

Implementation Research for UHC Activity: (25%)
  • Support coordination of Implementation Research activities, working closely with University of Gadjah Mada’s Center for Health Policy and Management (UGM/CHPM) to ensure they are able to make progress on their workplan and activities.
  • Organize meetings with Ministry of Health counterparts and UGM/CHPM consultants to ensure open communication and steady progress on each phase of the IR effort.
  • Assist with writing and communications tasks related to research findings, policy briefs, website updates, etc; assist with securing high-quality English translations of materials in Bahasa.
  • Assist with organizing multi-stakeholder workshops to disseminate and discuss IR findings.
  • Accompany CHPM researchers to meetings at local research sites, as requested.
  • Organize and attend regular meetings with all stakeholders, and report back to HFG technical staff on updates and progress on activities.
  • Provide support to international technical team while they are in country.
  • Maintain regular communication with HFG and USAID focal people for the activity.

General:
  • Represent the HFG project at meetings taking place in Jakarta and Yogyakarta, as requested.
  • Serve as the local liaison between Jakarta- and Yogyakarta-based teams and home office teams; ensure regular and open communication of challenges, updates, and successes
  • Draft progress summaries, policy briefs, and technical reports as requested

Preferred Skills / Prerequisites
  • Masters Degree in Public Health, Economics, Business, Development, or other relevant field, or equivalent experience
  • 5-10 years of experience in health project management activities within Indonesia preferred, ideally focused on health system strengthening.
  • Experience working on health system strengthening or health financing activities in Indonesia
  • Familiarity and understanding of the Indonesia health system, the actors therein, and JKN
  • Experience undertaking assessments, literature reviews, and basic quantitative analysis
  • Proven abilities to set priorities, to multi-task, and work independently without daily supervision
  • Outstanding professional reputation
  • Demonstrated strong interpersonal, written, and oral presentation skills.
  • Willingness to travel within Indonesia as needed.
  • Fluency in oral and written English and Bahasa Indonesia required.

Minimum Qualifications
  • 8+ years of experience and a master degree OR the equivalent combination of education and experience.
